20573-REAP

I'm looking at different leadership framework and models the ambulance service brings into place to manage the call volumes when they do increase during winter demand.

I have done a bit research myself but was hoping you can give me more of an understanding of what happens during REAP levels?

What are the roles of the BRONZE, SILVER and GOLD commander?

Please find attached some blank action cards as they list all the actions that are assessed when we change the REAP level.

What are the roles of the BRONZE, SILVER and GOLD commander?

New terms have been introduced nationally for the above roles:- Strategic (Gold), Tactical (Silver) and Operational (Bronze).

    Strategic Commander.

Has overall responsibility for the command, response and recovery of an incident or pre-planned event. The strategic Commander sets the ambulance services strategic aim (the strategy) for an incident and provides a framework for the Tactical Commanders(s) to work within.

    Tactical Commander.

The Tactical Commander has responsibility for developing the tactical plan for the use of resources at the incident. A tactical plan is developed within a framework of the Strategy and any available intelligence and associated risks. The Ambulance Incident Commander will be the Tactical Commander where present but if the incident can be managed at an Operational level, the Operational Commander will be the Ambulance Incident Commander.

    Operational Commander.

Works as the Ambulance Incident Commander at an Operational Level and has responsibility for the activities undertaken at the scene and alongside the Incident Commanders of the other responding agencies at a Forward Command Post. The Operational Commander ensures that the Tactical Commander’s Plan is carried out and that they understand the Strategy. Operational Commanders provide leadership and management to Functional Role Officers and other direct reports
